Cuba: Plan for the Implementation of Guidelines to Come Out in September.

CUBA, August 1, 2011.- A work plan for the implementation by 2015 of the more than 300 social and economic guidelines passed by the Sixth Congress of the Cuban Communist Party will be presented in September by a Commission specially set up for that.

In his address this Monday before the National Assembly of the People’s Power (Parliament), Vice President Marino Murillo, in charge of the Commission, said new guidelines could be added to the list previously passed by the PCC Congress based on the needs of the country.

Murillo said in drawing the schedule, the Commission will establish a priority and sequence order, and tasks will be classified in groups taking into account those that entail changes in economic management models, have positive impacts in the people, improve systems (for example health, education), and those that can be implemented in a short time without requiring resources.

In the presence of Cuban President Raul Castro, Murillo said the guidelines will be implemented in stages along with corresponding legal regulations.

He said it was important to arrive at a concept regarding the Cuban economic model, as well as to study organizational systems, how People’s Power’s bodies work and their structure, define the functions of the Assembly apart from those of the Administration Council and establish a government information system.

Murillo said the Commission in charge of implementing the guidelines is made up of 98 members and 66 collaborators; it will consist on an Assessment Council, a secretariat and eight working groups, among them one for legal aspects and for planning and coordination to ensure proper integration and communication.

Murillo added that in addition to these actions, over the last few months the Council of Ministers has passed measures to make self employment more flexible, reorder the process of reducing bloated payrolls, stimulate with new prices the sale of agricultural consumables and improve the offer of building materials.

In this regard, Murillo reiterated that the State will subsidize people who need assistance, instead of products, and mentioned –among other new agreements- the bank and credit policy established for self employed, housing construction and repair, and the leasing of land. (Cubaminrex-ACN)
