Ministry of the Economy and Planning Cubasí
The Ministry of the Economy and Planning is the agency which directs, carries out and applies state and government policy in the field of the economy, planning, statistics, standardization, metrology and quality control, public services, urban planning and industrial design. Functions and attributes: • Drafting the annual plan and medium-range development program for the whole economy, taking into account the new systems of business administration and other transformations in economic mechanisms, and determining for the non-state sectors the most suitable methods and agreements for the fulfillment of objectives. Presenting to the government, for its approval, proposals of plans and programs as well as measures and policies that should be adopted. • Drafting economic strategies, with the participation of the appropriate state agencies, and proposing them to the government. Following their approval, coordinating the application of general economic policies with state agencies and the provincial administrative councils, so that the greatest unity of action may exist among all of them, taking into account state, cooperative, joint and private sectors of the economy. • Organizing and directing the work of drafting plans, with the participation of the corresponding agencies. Issuing normative and methodological instructions related to planning. • Monitoring the fulfillment of plans, as well as the progress of the economy, reporting to the government and proposing the necessary recommendations related to the measures and corrections to be applied. • Drafting proposals on the improvement of the economic leadership and planning system and the enterprise system, with the participation of the other state agencies and the provincial administrative councils. • Evaluating the effects on the national economy of the transformations in economic mechanisms applied within the state enterprise system, property, participation of foreign capital and the linking and complementation of the state economy with the cooperative, joint and private economies, and proposing the corresponding measures. • Authorizing the creation, transfer, fusion and elimination of enterprises, groups of enterprises or any other kind of economic organization of budgeted unit, based on the criteria of the Ministry of Finances and Prices, the Ministry of Labor and Social Security, the Ministry of Science, Technology and the Environment, or other pertinent bodies. • Drafting and proposing actions for the systematic administration and distribution of foreign currency in the country, including credit facilities, taking into account the priorities established, and exerting control over the decisions adopted. • Orienting policy in relation to the distribution of principal material resources, evaluating the behavior of the principal factors and their effects on the country’s basic activities. Drafting inventories of fuel, electrical energy, food and other resources fundamental for the economy. • Monitoring the fulfillment of information on the accumulation of reserves considered in the National Economic Plan and the approval of loans requested and the repayment of those approved. • Proposing national energy policy, in coordination with the Ministry of Basic Industry and the pertinent bodies; monitoring the implementation of that policy, as well as the use of all energy sources. • Participating in the drafting of social policies and conducting integral evaluations of those policies within the population and the economy; striving for the improvement of the proportions between the supply and demand of consumer goods, and between the population’s income and outlay. • Proposing the country’s food policy, jointly with other pertinent bodies, and monitoring its implementation, promoting greater national production of foodstuffs. • Issuing the standards regulating the functions, obligations and relationships among the main entities participating in the investment process and implementing its application. • Evaluating, from the beginning, projects for large state and joint investments inside and outside of the country, approving the corresponding investments and submitting them for government approval, within the limits set by legislation. • Participating in the promotion of policies for the development of investments and businesses with foreigners in Cuba, as well as in the evaluation of proposed joint ventures and associations and the analysis of the results of their efforts, once they are created. • Participating in the drafting of foreign economic policy, which includes: trade, tariffs, exchange rates, collaboration and finances and credits, including the renegotiation of debts, with a view to achieving the country’s economic development and social objectives. • Participating in the formulation of national policy for the development and promotion of exports. • Directing the creation of studies and proposals related to Cuba’s participation in economic agreements with other countries and regional economic integration associations. • Carrying out studies and proposals aimed at achieving the integral development of the country’s territories and provinces. Proposing measures to facilitate the distribution of available resources, taking into account territorial characteristics. • Organizing and monitoring, in coordination with the Ministry of the Revolutionary Armed Forces, tasks related to the preparation of a defense economy, referring to the plans for a wartime economy. • Participating with the Ministry of Finance and Prices in the drafting of the State Budget, contributing general elements of the plan and the main facets of the economy; coordinating criteria of priorities with respect to plans for sectors and participating in the elaboration on criteria on fiscal policy. • Participating with the Ministry of Finance and Prices in the drafting and proposal of general policy on the establishment and modification of prices and wholesale and retail rates. • Participating in studies and proposals on monetary policy. • Participating in studies and proposals of policy regarding employment, social security, retribution and work incentives. • Directing and monitoring the application of state policy on statistics and collecting and issuing the country’s official statistical information, covering the state, cooperative, joint and private sectors. • Directing, coordinating, carrying out within its jurisdiction, and monitoring the research activities on economic and social problems. • Participating in actions for the conservation of the environment, with the goal of incorporating them into the national economic plan. • Directing and monitoring the application of state policy related to standardization, metrology and quality control. • Directing and monitoring the application of state policy in regard to industrial design. • Directing and monitoring the application of state policy regarding territorial planning, the placement of investments, urbanization and related aspects of architecture, as well as other urban planning efforts. •
Orienting and monitoring the drafting of plans for community services,
in line with government policy, facilitating technological development
and research aimed at raising the efficiency of these services.
