Another blow to the United States policy against Cuba .

World Radiocommunication Conference recognizes illegality of U.S. broadcastings to Cuba .

The U.S. , once again, isolated in its policy towards Cuba .

GENEVA, November 14, 2007. After three weeks of negotiations, the World Radiocommunications Conference, that takes place in Geneva , Switzerland , with the participation of technical experts from all over the world, adopted yesterday at the plenary level a set of conclusions recognizing the illegality of the US broadcastings to Cuba using aircrafts.

The conclusions formally endorsed by the plenary, clearly stated that "a broadcasting station operating on board an aircraft and transmitting solely to the territory of another administration without its agreement, cannot be considered in conformity with the Radio Regulations".

This statement constitutes a firm rejection to the measures applied in recent years by the Bush Administration, who in 2004 decided to use a military aircraft C-130 as a platform on air to broadcast to Cuba the so-called Radio and TV Martí, with all the risks that such an action entails. More recently, on august 5 2006, the U.S. Government Office for Cuba Broadcasting (OCB) announced the use of a new aircraft G-1, to significantly increase the TV broadcastings to Cuba .

In light of the support by the international community to these conclusions agreed without a vote, the U.S. delegation, in clear disrespect for multilateralism when it doesn't fit its interests, decided to disassociate it self form the agreement, and in a very arrogant statement declared that they would continue the policy of broadcasting to Cuba, which, said, has bi-partisan support in its country.

The Conference also observed that in spite of repeated requests from the Radiocommunication Bureau of the International Telecommunications Union (ITU), the U.S. has not eliminated the harmful interference caused by its illegal transmissions to the Cuban national broadcasting services. In this regard, while urging the U.S. to adopt the necessary measures to resolve this case, the Conference asked the Director of the ITU Radiocommunication Bureau to report to the next World Radiocommunications Conference on the progress of its efforts in this regard.

Speaking after the adoption of the conclusions, the Cuban delegation highly valued this result and denounced the illegal radio-electric aggression to which Cuba has been subjected by the U.S. Government since 1959. 22 transmitters of different services broadcast more than 2000 hours a week of fake and manipulated information that includes even terrorist content.

"This is not a case of accidental or unintentional interference, but as recognized by the U.S. delegation, a deliberate policy of State aimed at broadcasting to Cuba violating its sovereignty and radio-electric space against the will of the Cuban people" , said the Cuban delegation.

The Cuban delegation also called upon the U.S. Government to immediately put an end to the illegal radio-electric aggression against Cuba ; to close the stations in its territory that broadcast to Cuba , including the so called Radio and TV Martí; to cease using aircrafts as a platform for such broadcastings; and to enforce the law and prevent the terrorist organizations in Florida from using such instruments against Cuba.

"Cuba is a small country with peace loving, modest, educated and solidary people,. but this does not prevent us from developing all our capabilities in defence of our sovereignty, which is not only an uncontested right, but a duty and an unavoidable obligation towards a homeland to which we will never renounce" , also said the Cuban delegation.

During the negotiations, the Cuban position enjoyed explicit wide support from delegations from Latin America, Africa an Asia .

These conclusions were adopted two weeks after the almost unanimous approval, with 184 votes in favour, of the United Nations General Assembly resolution on the need to put an end of the economic, commercial and financial blockade imposed by the United States against Cuba .
