Cuba in the United Nations System
Cuba has four Permanent Missions to International Bodies, namely the UN Headquarters in New York; the UN Office at Geneva; FAO, WFP and IFAD in Rome and UNESCO in Paris. There are also three other bilateral Missions having a high multilateral profile: EmbaCuba in the Netherlands (OPCW); EmbaCuba Austria (IAEA, UNIDO and UNODC) and EmbaCuba Kenya (ORPLAC and UN-HABITAT).

Seven International Agencies have representation in our country:

  • UN Development Program (UNDP);
  • UN Population Fund (UNFPA);
  • World Food Program (WFP);
  • UN Food and Agriculture Organization (FAO);
  • UN Education, Science and Culture Organization (UNESCO) –Regional Culture Office;
  • Pan American Health Organization / World Heath Organization (PAHO/WHO);
  • UN Children’s Fund (UNICEF)

Within the United Nations Systems, Cuba belongs to the following organs, bodies and specialized agencies:

  • Founding member of the UN
  • Founding member of the International Atomic Energy Association (IAEA).
  • Member of the Prohibition of Chemical Weapons Organization (OPCW) from 1997.
  • Member of the World Maritime Organization (WMO) 1966.
  • Member of the International Civil Aviation Organization (ICAO) from 1949.
  • Founding member of the International Labor Organization (ILO) (1919)
  • Entry into the International Hydrographic Organization (IHO) in 1950.
  • Entry into INTERPOL in 1952.
  • Member of the World Health Organization (WHO) from 1950.
  • Member of the Pan American Health Organization (PAHO). (1925)
  • Member of the International Telecommunications Union (ITU) from 1918.
  • Member of the United Nations Organization for Education, Science and Culture (UNESCO) from 1947.
  • Member of the UN Organization for Food and Agriculture (FAO) from 1945.
  • Member of the World Organization for Intellectual Property (WOIP) from 1975.
  • Member of the World Tourism Organization (WTO) since 1975.
  • Founding member of the UN Conference on Trade and Development (UNCTAD) from 1964.
  • Entry into the Disarmament Conference in 1979.
  • Founding member of the World Trade Organization (WTO) from 1995.

Cuba belongs to the following United Nations bodies:

  • Founding member of the Human Rights Council; our membership ends in June 2012.
  • Member of the following subsidiary bodies to the UN General Assembly:
    • Joint Inspection Unit: Even Fontaine Ortiz (until December 2012).
    • Administrative Council for the UN Environmental Program (until December 2011)
    • Committee on Contributions: Pedro L. Perdoso Cuesta (December 2013)

Member of the following subsidiary bodies of ECOSOC:

  • Narcotics Commission (until 2011)
  • Committee on the Status of Women ( until 2011)
  • Committee for Program and Coordination (CPC) (until 2011)
  • UNDP Executive Board (until 2011)
  • Commission on Crime Prevention and Criminal Justice (until 2011)
  • UNICEF Executive Board (until 2011)
  • Sustainable Development Commission (until 2012)
  • Science and Technology Commission (until 2014)
  • World Food Program Executive Board (until 2013)
  • Commission on Population and Development (until 2013)
  • NGOs Committee (until 2011)
  • Social Development Commission (until 2011)

Cuba has experts in the following Treaty Bodies:

  • Committee for the Elimination of Discrimination against Women (CEDAW), in the person of Ms. Magalys Arocha Domínguez (until 2012).

Cuba takes part in the following executive bodies of Specialized UN organs and agencies:

  • ILO Administrative Council as adjunct member (until 2014)
  • FAO Council (until 2013)
  • UNESCO Executive Council (until 2011)
  • Administrative Council and Council for Postal Exploitation of the Universal Postal Union (UPU) until 2011.
  • Council of the International Telecommunications Union (ITU) (until 2014)

Additionally, Cuba has been elected by acclamation and will take part in the following subsidiary bodies of ECOSOC starting in 2009:

  • Executive Board United Nations Development Program (UNDP) (until 2011)
  • Commission on Sustainable Development (until 2012)
  • Commission on Population and Development (until 2013)
  • Commission on Crime Prevention and Criminal Justice (until 2011)
  • UNICEF Executive Board (until 2011)
