Statement of the delegation of Cuba at the thematic discussion on disarmament and regional security. First Committee, 65 UNGA, 21 October 2010.

Mr. Chairman

While reiterating our firm support to multilateralism, as a basic principle of negotiations on disarmament and arms control, we reaffirm the importance of regional and subregional initiatives on that field.

These measures can contribute to the strengthening of peace and security, at the regional and international levels, with the aspiration to allocate the resources released through disarmament for social and economic development, particularly for the fight against poverty and the protection of the environment, for the benefit of all peoples.

In this respect, we reaffirm that efforts for regional disarmament must duly take into account the particular characteristics of each region. There cannot be imposed formulae or actions endangering the security of any State of the region in question.

Global and regional approaches and confidence-building measures complement each other and, to the extent possible, must be implemented simultaneously with a view to promoting peace and security at the regional and international levels.

Mr. Chairman,

By promoting bilateral and regional confidence-building measures having the consent and participation of all interested parties, conflicts will be avoided and the undesirable and accidental outbreak of hostilities prevented. This could relieve tensions and contribute to regional stability.

States with greater military capability, Mr. Chairman, have a significant responsibility for the benefit of regional and international security. In this context, respect for and support to regional and subregional decisions and Treaties aimed at achieving peace and security are highly important.   

Nuclear-Weapon-Free-Zones in various regions of the planet, which are an effective contribution to the strengthening of regional and global peace and security, must be respected. 

 

To conclude, Mr. Chairman, allow me to reiterate that UN regional activities with the purpose of increasing the stability and security of Member States must be promoted substantially by maintaining and revitalizing the regional centers for peace and disarmament.
