Statement by the Cuban delegation in explanation of vote under thematic cluster 7: disarmament machinery. First committee. New York, 29 October 2010.
Mr. Chairman,
In relation to draft resolutions L.34 Follow-up to the High-Level Meeting held on 24 September 2010 and L.57 Report of the Conference on Disarmament, Cuba emphasizes the need for greater efforts in order to achieve progress in multilateral negotiations on disarmament and move towards the objective of a world without nuclear weapons.
These actions must include, as stressed by the Non-Aligned Movement in several occasions, the creation in the Conference on Disarmament of an ad hoc committee on nuclear disarmament, as a matter of top priority. It must also include the commencement of negotiations on a phased program for the complete elimination of nuclear weapons, within a specified timeframe, including a nuclear weapons convention.
It is regrettable that the Conference on Disarmament, recognized by the General Assembly as the single multilateral disarmament negotiating body, continues without carrying out substantive work. But the solution is not to start ignoring the Conference or minimizing its importance; on the contrary, today more than ever, it is a responsibility of all of us to preserve and strengthen the Conference.
We reiterate our appeal for flexibility, based on the respect for the rules of procedure, so that the Conference adopt as soon as possible a comprehensive and balanced work program taking into account the actual priorities on disarmament.
In this context, my delegation wishes to stress the special importance of draft resolution L.35, presented by NAM, on the Convening of the fourth special session of the General Assembly devoted to disarmament.
The General Assembly must prepare without delay the conditions for the holding of the Fourth Session, including the definition of the objectives, agenda and creation of a Preparatory Committee for the SSOD-IV.
