The NOAL Calls for Reforms of the UN Security Council

CUBA, November 15, 2010.-  While Washington defends a limited increase in the number of UN Security members, the Non-Aligned Movement (NOAL) declared itself on Thursday to be in favor of a comprehensive process of reform of that organ.

 Maged Abdelaziz, Egyptian ambassador at the UN, proposed, as president of the Coordination Bureau of NOAL, that this authority should be reformed by way of a wide, transparent and balanced process that reflects the needs and interests of developing nations.

While addressing participants in the session of the General Assembly dedicated to the topic of equal representation and the increase in the number of Council members, the diplomat declared himself to be in favor of changes that can also limit and restrict the use of the right of veto, with a view to eliminate it.

The use of veto favors the five permanent members (the United States, France, the United Kingdom, China and Russia), about which the majority of developing countries have been declaring themselves against, without results.

The expansion of the Council and the reform of its methods of work should lead to a democratic organ, more representative, responsible and effective, underlined Abdelaziz, the Prensa Latina news agency reported.

Likewise, he highlighted the historic injustice committed against Africa in terms of representation in that organ of the UN, and condemned, on behalf of NOAL, the attempts of some of its members to use the Security Council in favor of national political agendas.

The ambassador also called for the cessation of actions aimed at invading the duties and powers of the General Assembly and the Economic and Social Council, and expressed the concern of NOAL on the imposition of sanctions by the Council.

In contrast to this, the deputy representative of the United States at the UN, Rosemary A.

Di Carlo, specified that Washington doesn’t consider that a change in the current system of veto is necessary, of which the five permanent members of that organ of the UN currently benefit from.

According to the US point of view, the new permanent members of the Council shouldn’t enjoy the same privileges of the original five, pointed out Di Carlo, who considered that its reform will take time, the Europa Press news agency reported. (Cubaminrex-Cuban News Agency)
