Statement by ambassador Pedro Nuñez Mosquera, permanent representative of Cuba, at the debate of the Security council on item: Briefings by chairmen of subsidiary bodies of the Security Council. New York, 15 November 2010.

 

Mr. President,

Allow me to congratulate you on your conduct of the work of the Security Council this month. 

I thank the Chairmen of the Committees for the information provided, which enlightens us about the work they are undertaking. Cuba values and follows up on the work of those Committees and strictly complies with the obligations under Security Council Resolutions1267, 1373 and 1540.

I wish to reiterate the strongest rejection by Cuba of all acts, methods and practices of terrorism in all its forms and manifestations by whomever, against whomsoever, and wherever committed. All terrorist acts, whatever their motivations, must be condemned.

My country has systematically submitted various comprehensive reports on measures taken on the issue at hand.

Border control is a major aspect of the work of Cuba in combating terrorism. We have an efficient control, based on the experience gained in more than 50 years fighting terrorism. This has allowed us to thwart many acts of this sort.

The position of my country on weapons of mass destruction is clear as well. Cuba does not possess, nor has the intention of possessing, this kind of weapons that have never been part of our national defense strategy.

My country has ratified or acceded to 13 international conventions on terrorism.

Cuba considers highly important the adoption of the United Nations Global Counter-Terrorism Strategy. My country has brought into force a wide range of legislative measures, even long before the adoption of the Strategy, with the purpose of preventing and suppressing all acts and activities of terrorism and those directly or indirectly associated to them.

My country has an impeccable record in facing terrorism, to which it has historically fallen victim. I wish to reiterate the unswerving decision of Cuba to never allow its national territory to be used to mastermind, incite, support, or perpetrate terrorist acts.
 
Mr. President,

Cuba categorically rejects the unilateral drawing-up by the Government of the United States of America of a list of States that supposedly sponsor terrorism, and the inclusion of Cuba on it. This is a spurious and politically-motivated exercise, contrary to International Law and the Charter of the United Nations.

No government can claim the right to certify the behavior of other nations in terms of terrorism; let alone a government that adopts a position of double standards, as it does not prosecute the self-confessed responsible for horrible terrorist acts against Cuba and other countries of this Hemisphere, like Posada Carriles and Orlando Bosh, and allows them to continue free and participating in political activities. It likewise keeps five Cuban citizens arbitrarily and unjustly in prison, who, risking their lives, were fighting against the activities of terrorist groups which operate with impunity against Cuba in the US territory.

Just a month ago, several terrorists with a long history of actions against Cuba were honored at the Institute for Cuban &Cuban-AmericanStudies of the University of Miami, with the presence of United States congresspeople. This Institute is highly subsidized by the US Government.

Only eight months ago, Posada Carriles was the “guest of honor” of the Annual Congress of the terrorist organization Alpha 66.

Recent revelations by another confessed terrorist, Francisco Chávez Abarca, confirm details of Posada Carriles’ responsibility for terrorist actions against Cuba.

It is not in Cuba, but in the US, where a terrorist mob, which has masterminded, financed and perpetrated hundreds of terrorist acts against the Cuban nation, operates with impunity.

Cuba has a completely clean record concerning terrorism. The US Department of State, which issues those unilateral reports, cannot affirm the same.

In several occasions, Cuba has cooperated with the US Government, and has recently reiterated its willingness to continue doing so.

We reiterate our willingness to make a more detailed presentation on these questions before the Counter-Terrorism Committee, or submit to it any additional information or clarification considered necessary.

 

Mr. President,

As in the past, Cuba will continue to strictly abide by Security Council Resolutions 1267, 1373 and 1540, and cooperate with the subsidiary bodies established pursuant to them.

Before concluding, I wish to reiterate the willingness of my country to cooperate with any State, including the United States, in preventing and facing international terrorism, on the basis of mutual respect, sovereign equality of States, and the principles and rules of International Law, including the Charter of the United Nations.
