
Cuba Calls for UN Security Council Reform
CUBA, December 10, 2009.- On Wednesday Cuba called on the United Nations to bring about an urgent and deep reform of the Security Council, which would entail increasing its membership and changing its working methods.
Cuba’s acting permanent representative at the UN, Rodolfo Benitez, said that there will be no real reform of the United Nations until the Security Council is reconstituted. He said there is consensus on that within United Nations and that it is an issue that should no longer be postponed.
The Cuban diplomat said that the increase in the number of members should include the two categories (permanent and non-permanent) and that the main increase should correspond to developing nations from Africa, Asia and Latin America and the Caribbean.
He also suggested that at least two countries from each of these regions should be included among permanent members and that the total amount of seats shouldn’t be fewer than 26.
Benitez said that Cuba will not support any proposal that may undermine a fair representation of developing countries within the Council. He said that new members at the Security Council should have the same prerogatives including the power of veto; he said that Cuba would not favor the introduction of new member categories. However, Benitez said Cuba would not oppose the possibility of immediate re-election of non-permanent members. (Cubaminrex-RHC)
