Official Note At the proposal of its president, the Council of State has agreed the following: 1. To release Jorge Luis Sierra Cruz from his posts as vice president of the Council of Ministers and minister of transport, due to errors committed in the fulfillment of his functions. 2. To appoint in his place as vice president of government Antonio Enrique Lussón Batlle, member of the Central Committee of the Communist Party, who has a lengthy record of service to the Revolution, from the insurrectional struggle, in which he rose to the ranks of Commander of the Rebel Army to division general in the Revolutionary Armed Forces, with much experience in the transportation sector. He is currently heading the rehabilitation of the country’s railroad system. 3. To appoint as minister of transport César Ignacio Arocha Masid, who has been working for more than three years as general director of the Bulk Food Transport Enterprise of the same ministry. Arocha Masid, aged 51, is a graduate of the Camilo Cienfuegos Military College and a railroad engineer graduated in the former Soviet Union; as well as a graduate of two advanced courses at the General Máximo Gómez FAR Academy. He has risen through the ranks of the Revolutionary Armed Forces, having had various responsibilities within the chain of command as chief of military transportation units and logistics. 4. To release Luis Manuel Avila González from his post as minister of the sugar industry, after he requested his resignation having recognized deficiencies in his work that were pointed out to him. 5. To appoint Orlando Celso García Ramírez, currently first deputy minister of that agency, minister of the sugar industry. García Ramírez, aged 53, a chemical engineer, has been associated with the sugar sector for more than 30 years, moving through various technical and leadership posts at the level of sugar refinery, provincial representation and, to date, that of deputy minister.
