CUBA , November 7, 2007.- Cuban Vice President Carlos Lage leads the island"s delegation to the 17th Ibero-American Summit, starting November 8-10 in Santiago de Chile, an official note reports Wednesday. According to the succinct text, Lage is already at the venue of the Summit , a political forum begun in 1991 and made up of Latin American countries, Spain and Portugal .
