CHILE , November 8, 2007.- The approval of the working agenda and report of the Ibero-American General Secretary are aspects of the first meeting foreign ministers are due to hold Thursday in the 17th Ibero-American Summit. Foreign ministers from 22 countries are to analyze the Project of Declaration of Santiago, and the Agenda of the Summit of heads of State and Government, as well as ink other documents. Chilean Foreign Minister Alejandro Foxley presides over this gathering. Foreign leaders will take the official photo of the event and attend the Opening Ceremony of the statesmen"s Summit , at the Santiago "s Hipico Club. After arriving in this capital Wednesday, Cuban Vice President Carlos Lage, leading his country"s delegation, stated that social cohesion can only be achieved as a result of a fair social system. "The meeting," said Lage, "is a space for debate, without the presence of United States , and is a way for the continent"s peoples to get closer."
