CHILE , November 8, 2007.- The Third Meeting of National Coordinators and Cooperation Officials approved a special communiqué expressing the Ibero-American countries" condemnation of the US blockade of Cuba . Cuban Deputy Foreign Minister Abelardo Moreno told Prensa Latina that the Coordinators also condemned the US government"s latest measures and actions against the Cuban people. He noted that a second communiqué reaffirmed the general stance of the Ibero-American countries on terrorism. In clear reference to ill-famous criminal Luis Posada Carriles, the document condemned the fact that the brains behind the blowing up of a Cuban de Aviación plane in midflight in 1976 - killing all 73 people on board - has not been either tried or extradited to Venezuela . According to the Cuban official, in addition to the two communiqués, the coordinators from 22 countries signed seven accords, including one on natural disasters and another on the importance of preserving indigenous languages. Moreno described the meeting of Coordinators, which concluded on Wednesday, as positive, because the documents of that will be presented to the foreign ministers will follow up on the work. Participants in the meeting also approved other documents, including the Santiago Declaration, which will be submitted to the foreign ministers attending the 17th Ibero-American Summit. The Declaration establishes the principles that will govern the Ibero-American Conference until the next summit in 2008, Moreno said. The second document was the Action Program, which includes concrete measures and actions that the Ibero-American countries will implement from now until the 2008 summit, to be held in El Salvador .
