Your Excellency. RE: THE RELEASE OF THE INTERNATIONAL TERRORIST LUIS POSADA CARRILES Recently the international terrorist Luis Posada Carriles has been released by a court in the United States. The United States Government must be well aware of the terrorist activities of Posada. By releasing an international terrorist the United States of America again proved before the whole world that your country is not genuinely fighting against international terrorism. 118 members of the non-aligned countries' movement have with one voice condemned Posada's terrorist activities and requested he be either tried in the United States of America or extradited to the Bolivarian Republic of Venezuela as requested by that country. Consistent with the United Nations' Charter, the United States of America is also under obligation to fulfil its duties under international law and international humanitarian law in the fight against terrorism, including by prosecuting or, where appropriate, extraditing the perpetrators of terrorist acts; by preventing the organization, instigation or financing of terrorist acts against other States from within or outside their territories or by organizations based in their territories; by refraining from organizing, instigating, assisting, financing or participating in terrorist acts in the territories of other States; by refraining from encouraging activities within their territories directed towards the commission of such acts; by refraining from allowing the use of their territories for planning, training or financing for such acts; or by refraining from supplying arms or other weapons that could be used for terrorist acts in other States. We urge the United States of America to take relevant action to prove its genuiness in fighting international terrorism.
