Cuba and Costa Rica Re-Establish Diplomatic Relations CUBA, March 19, 2009. The government of Costa Rica announced on Wednesday its decision to re-establish diplomatic relations with Cuba, which were unilaterally interrupted on September 9, 1961, by the Central American country. According to a declaration from the Cuban Foreign Ministry, published on Thursday by Granma news daily, Cuba, in accordance with its Latin American and Caribbean integrationist spirit, accepts the resumption of the diplomatic ties between the two nations, based on respect for international law and the principles of the UN Charter including the peaceful solution of controversies, respect for territorial integrity and self-determination, and non interference in domestic affairs.
