Raul Castro Meets Panama VP CUBA, March 17, 2009. Cuban President Raul Castro met Samuel Lewis Navarro, First Vicepresident and Minister of Foreign Affairs of the Republic of Panama, Granma newspaper reported Tuesday. The distinguished visitor gave Raul Castro a personal message from the Central American nation president Martin Torrijos, the daily stated. The meeting was in accordance with the excellent state of relations between the two countries.
