Statement by Jorge Iván Mora Godoy, Ambassador, Permanent Representative of The Republic of Cuba.
Geneva, March 23 2005

Mr. Chairman:

The Cuban Government has cooperated and will continue to cooperate on a smoothly and permanent basis with all the thematic procedures that have stemmed from the Commission’s universal and non-discriminatory mandates.

Cuba will never accept the spurious mandate of the Personal Representative of the High Commissioner.

The submitted report on the so-called human rights situation in Cuba stems from a resolution imposed on the Commission on Human Rights as a result of the brutal pressure, conditions and blackmail exerted against several of its members by the United States, and it is based on the slanders and lies of the anti-Cuban campaign. It is totally immoral to introduce a report which is unable to refer to atrocities that occur in what is today an international torture center in the Cuban territory illegally occupied by the United States at the Guantánamo Naval Base. Such report only serves the ludicrous plan wielded as the basis to justify the anti-Cuban practice by the Government of the United States.

Cuba has drafted its report, several parts of which we have distributed today in this Hall, so that everybody get to know the true situation of human rights of the Cuban people and of the aggression, manipulation and hostility that we have endured for over 45 years by the biggest Superpower in History. With this report, Cuba puts forward its truth before this Commission.

I recommend that you read it.

Thank you very much.
