Raul Castro Presided Over Plenary Meeting of Cuban Council of Ministers

CUBA, November 23, 2010.-  Cuban President Raul Castro participated in a plenary meeting of the Council of Ministers that took place over the weekend in Havana.

The meeting was held on the premise that the economy is the country’s top priority and that all national leaders should have a thorough knowledge of the goals of the economic Plan and Budget for 2011.

In addition to the members of the Council of Ministers and its Executive Committee, also participating were members of the Council of State, of the Politburo and the Secretariat of the Cuban Communist Party (PCC) and the provincial First Secretaries of the PCC as well as the presidents of the Provincial Administrative Councils, the President of the People’s Supreme Court, the Attorney General, the Vice President of the National Assembly (Parliament), State authorities and leaders of the Young Communist League (UJC), the Cuban Workers’ Confederation (CTC) and grass-roots organizations.

The discussion of this economic Plan and Budget, which will be analyzed and voted on by the Cuban Parliament in a few weeks, has a particular importance as 2011 is the first year of the comprehensive economic plan for the 2011-2015 period approved by the Council of Ministers on May 7-8.

The presentation of the draft plan was made by the VP of the Council of Ministers and Minister of Economy and Planning, Marino Murillo Jorge. After noting that the Plan and Budget are essential instruments for the national economic management, President Raul Castro said that not only the ministers but also the company directors have to play a decisive role in the implementation of this plan.

He added that all political leaders have to be imbued with knowledge of the economy and that they should study everything linked to it.

Raul Castro also urged them to pay special attention to the implementation of energy saving programs because it is the fastest and most secure way to have more resources.

The Council of Ministers approved 13 recommendations to enrich the Plan and Budget for 2011 and they analyzed tax policies, which are currently being improved. (Cubaminrex-Cuban News Agency)
