Cuba Announces Details on Upcoming Laws Relaxing Sale of Homes and Cars.
CUBA, July 1, 2011.- Details on a couple of laws that are being crafted and will take effect before the end of 2011 on the relaxation of the sale of homes and cars — analyzed during an expanded meeting of the Cuban Council of Ministers last weekend — were published on Friday by the local Granma newspaper.
According to the note, the new policy “aims at simplifying the bureaucracy for carrying out any kind of act of property transfer and decrease the prohibitions on the matter, which over the years contributed to the occurrence of innumerable violations.”
Bureaucratic hurdles will be eliminated as transactions would be notarized and completed without having to seek prior authorization. Regulations restricting inheritance and donations of a home will also be significantly loosened. Family members will be able to inherit property even if they are not living at the address. However, individuals will not be allowed to own more than one home and the sales will be taxed.
Granma adds that the changes will do away with “cumbersome administrative procedures and decisions” and would make it easier to sell property or ass it on to relatives upon death or before moving to another country.
The new law will also eliminate rules under which only pre-1959 automobiles can be freely bought and sold, and individuals will be able to own more than one vehicle.
The measures will not apply to foreigners unless they are permanent residents. (Cubaminrex-ACN)
