The 1,000 Delegates Elected for the Cuban Communist Party Congress.
By Alberto Núñez Betancourt
CUBA, March 11, 2011.- The 1,000 delegates for the upcoming 6th Congress of the Communist Party of Cuba (PCC), next April, have been elected. The process of selection was made through assemblies presided over by the general secretaries of grassroots organizations in the municipalities, districts and military units of the Revolutionary Army Forces and the Ministry of the Interior.
Internationalist workers who are currently providing assistance in countries such as Venezuela, Bolivia and Haiti were also elected as delegates to the Congress.
In a simultaneous process the 1,280 pre candidates to the Central Committee of the Communist Party were elected and approved. The candidates to this political body will be selected from this group. The final candidacy of the Central Committee will be presented at the congress.
The selection of the candidates was made through an exercise of democracy. Every committee of the Party could present candidates of their choice. Once the pre-candidacy was approved in the municipality and districts, members of the party were consulted and they could give their opinions. The final approval of the candidates to the Congress was made through debate and not always by a unanimous vote of those present..
The main topic of the Congress will be the analysis and debate of the Draft Guidelines of the Economic and Social Policy of the Cuban Communist Party and the Revolution. This is the main reason why it has been essential to carefully choose the delegates in order to have more ideas brought up in the debate of the guidelines.
Currently, the work commissions are going through the opinions poured out by the population at the assemblies held at work places and neighbourhoods about the draft guidelines. After these opinions have been carefully examined, changed, modified or eliminated; delegates will receive a new draft of the guidelines before April’s Congress.
The 6th Congress of the Communist Party of Cuba will take place from April 12 to the 16; the dates of the proclamation of the socialist character of the Revolution and the victory in the Bay of Pigs respectively.
The upgrading of the national economic model is Cuban’s major challenge these days. It is in this context that the Party, as the vanguard of the Cuban people, gives meaning to what Commander in Chief Fidel Castro expressed in the main document of the 2nd congress of the Communist Party: "The Party only exists through the people and for the people…There should be close and unbreakable bonds between the officials and members of the Party, and the people, based mainly on example and the certainty that a revolutionary lives and dies for their people."
