United Nations Reforms Centerpiece of Debates in Havana.

CUBA, June 22, 2011.- The need to make reforms at the United Nations, the world body's vision of human rights and its position regarding the violations of International Law will be the main topics to be discussed at the 5th International Meeting: Havana Summer School 2011 and the 7th Workshop on International Humanitarian Law.

Delegates from 11 countries will meet and discuss International Law and the responsibilities of the state, as well as the concept of impunity.

Nestor Garcia, a professor at the Institute of Foreign Relations in Havana, said that the United States is the biggest violator of International Law in the world.  He said that Washington has been involved in the abuse of prisoners who do not have the right to fair trials and are kept for a long periods of time in secret jails.  He noted that the CIA has tortured prisoners with waterboarding and other techniques that are illegal under international law.

Garcia also accused the White House of violating International Humanitarian Law for the constant massacres of civilians in occupied countries, where sophisticated weapons are used against schools and hospitals.

Participants at the event agreed that the current aggression against Libya is an open violation of International Law. (Cubaminrex-RHC)
