
Cuba supports the review process of the implementation of the Mauritius strategy for the sustainable development of small island states.
Last 13 September, the UN General Assembly referred the Draft Outcome Document for the Implementation of the Mauritius Strategy for the consideration of the leaders who will meet on the 24th and 25th of this month in New York, as part of the review process of this Strategy, five years after its adoption.
Cuba attaches outmost importance to both the review process and the Outcome Document to be adopted in the coming days.
The draft Outcome Document includes positive elements for Small Island Developing States. The most important ones are the acknowledgement of the unique and particular vulnerabilities of Small Island Developing States in the face of climate change, the assertion that the United Nations Framework Convention on Climate Change (UNFCCC) is the forum to carry on the negotiations at the international level and work for the adoption of global concrete actions in the fight against climate change, as well as other aspects related to the management of coastal resources, fisheries and disaster risk reduction.
Likewise, the draft Outcome Document has limitations. It does not satisfy the legitimate aspirations of increasing the commitments of the international community, particularly of developed countries, concerning mitigation and adaptation actions, provision of new and additional resources besides the commitments made as part of the 0.7% of Official Development Assistance (ODA); transfer of technology on concessional terms, capacity building, technical assistance, and providing greater support to North-South cooperation, which are essential to contribute to achieving the sustainable development of our countries.
We, Small Island Developing States, have achieved progress with our limited resources. The High-Level Meeting for the Review of the implementation of the Mauritius Strategy provides a special opportunity to advance in the fulfillment of the commitments of all, including developed countries, and to adopt concrete actions to support the sustainable development of Small Island States.
