Statement delivered by the Delegation of Cuba to UNESCO, at the launching of the publication “Freedom of Connection-Freedom of Expression: The Changing Legal and Regulatory Ecology Shaping Internet”.

The delegation of Cuba acknowledges the ongoing efforts of UNESCO Communication and Information Sector to follow-up the 185th Executive Board meeting’s call with regard to the reflection on the Internet and in this context, would like to thank Professor Dutton for his presentation at the launching of the publication “Freedom of Connection-Freedom of Expression: The Changing Legal and Regulatory Ecology Shaping Internet”.

Describing situations is always easier than explaining the causes of real existing problems. Unfortunately, we do not share some of the expressed points of view, due to the manipulation of the concept of freedom of expression. Problems unveiled in the McBride’s report on the information and communication order are more valid than ever.

We regret that some other issues related to the freedom of connection and the freedom of expression have not been properly reflected in this publication, such as the continued dissemination of discriminatory and distorted information of events taking place in developing countries as well as the continued imbalances and inequalities in the field of international information and communications. At the same time, nothing is mentioned about the growing digital divide between developed and developing countries and the relevant measures that can bridge this gap for the benefit of all peoples, in particular those from developing countries who risk being left behind and excluded from this process. The sample used for your research was just focused in developed countries and emerging economies.

Cuba rejects any value judgment made on our country at this publication, without taking into consideration the US criminal blockade that have affected the Cuban people since more than five decades, which is seriously blocking our access to information and communication technologies. The blockade has been repeatedly condemned at the UN by the majority of the international community.
