Statement by the Ministry of Foreign Affairs of the Republic of Cuba The government of Costa Rica today announced its decision to reestablish diplomatic relations with Cuba. They were broken off unilaterally on September 9, 1961 by the Costa Rican government. The Cuban government, mindful of its vocation of integration and unity with the sister nations of Latin America and the Caribbean, accepts the restoration of relations on the diplomatic level between the two countries, based on respect for international law and the principles of the United Nations Charter, which include equal sovereignty of states, the peaceful solution of controversies, respect for territorial integrity and self-determination, and non-interference in the internal affairs of states.
