
STATEMENT BY MR. JORGE CUMBERBATCH, I SECRETARY, CUBAN DELEGATE
TO THE 5TH COMMITTEE. MAIN PART OF THE GENERAL ASSEMBLY 64TH SESSION
AGENDA ITEM 133: PROGRAMME PLANNING. NEW YORK, 13 OCTOBER 2009
Mr. Chairman,
First and foremost, my delegation wishes to thank Mr. Hendrik Ockert van der Westhuizen, Chairman of the Committee for Programme and Coordination, for his presentation in this room on the outcomes of the 49th Session of this organ.
Additionally, my delegation reiterates its full support to the statement by the distinguished delegate of Sudan on behalf of the Group of 77 and China.
However, we would like to make some considerations in our national capacity.
Mr. Chairman,
Programme Planning is essential for the Organization’s functioning, since it is the exercise enabling legislative mandates of different UN intergovernmental organs and entities turn into concrete activities which, we hope, shall contribute to the development and wellbeing of our peoples.
That is why the process of analyzing the programme planning is given special attention in all its stages. In this regard, Cuba reaffirms the role of the CPC, as the main subsidiary organ of the General Assembly and the Economic and Social Council (ECOSOC) for these functions.

In the framework of the CPC, questions related to the oversight and assessment of the results of the Secretariat’s work, were analyzed.
Reports submitted to the Committee by the Office of Internal Oversight Services (OIOS) were useful to the analysis made. Nonetheless, our delegation wishes to reiterate that the starting point in the work of the entities of the Secretariat, including its oversight bodies, both external and internal, is the approved intergovernmental mandates.
OIOS and all other entities of the Secretariat should refrain to express value judgments on the results of the deliberations of Member States. We reiterate that intergovernmental mandates result from long and complex negotiations among Member States of the Organization, and therefore they must be strictly respected.

Also, my delegation wishes to welcome the CPC’s recognition of the importance of improving its working methods in the framework of its mandate, and in this regard its expressed satisfaction for all the efforts carried out and the progress achieved.
The outcomes of the CPC 49th Session reaffirmed the relevance of its recommendations and conclusions, which we fully endorsed. Our delegation will work for the amendments adopted by CPC to be duly included in the different programs it reviewed.
Last, we express our willingness to achieve a draft resolution on this issue in an expeditious fashion, and we will act constructively during the informal consultations to meet such objective.
